中文摘要: 利用1989—2008年的全国自然灾害灾情资料，采用综合集成评价方法计算出气象灾害损失的综合指数，运用聚类分析法对近20年的气象灾害损失进行定级并分析其随时间的变化。结果显示,20年中前10年气象灾害的损失比较大，后10年损失显著减小；气象灾害导致的人口死亡数在近20年中呈明显的下降趋势；1991、1994、1996、1998年为气象灾害的重灾年。

Abstract:In the context of natural disaster data in China during 1989-2008, a composite index of meteorological disaster is estimated by the integration method. The cluster analysis is used to classify the losses during the 20 years and the change of losses is further discussed. The results show that the composite index of losses is greater in 1989-1998 than that in 1999-2008. The number of death people caused by meteorological disasters shows a significant decreasing trend during the past 20 years. As for composite index, the years with serious grade occurred in 1991,1994,1996 and 1998.
